Defence expected that the comprehensive reform benefits and reporting for the revised reform model would be further refined in the near future.116 The government agreed that Defence could cease reporting savings from Smart Sustainment and Defence undertook to report to government annually, detailing achievements and benefits of the new reform approach across productivity, cultural and ADF Service-specific reforms. The Product Delivery Agreement will cover both acquisition and sustainment of a capability system over its life, through to disposal. A project to reform and consolidate Systems Program Offices is currently underway, with 24 out of 64 Systems Program Offices (37.5percent) reviewed as at February2017. 3.44The Mortimer Review (2008) observed that through-life maintenance and support account for more than half of the DMO annual budget and involve about two-thirds of its workforce. 9. In October2015, some four years after the Sustainment Business Model project started, Defences First Principles Review Implementation Team decided that work on developing the Sustainment Business Model, along with other reform within Capability and Sustainment Group at that time, would cease and the relevant elements were to be incorporated into the new Capability Life Cycle initiative. 27Defence, Collins Class Sustainment Review, November 2011, p. 10.
